Q: What is the timeline for the construction period?
A: The project will be
completed in several phases. Reconstruction of the
sewers and water main will begin on or about March
15. From the rail crossing north of Western Avenue
to Dousman Street, sewer and water main construction
is expected to be completed by May 15. From the rail
crossing north of Western Avenue to near Biemeret Street,
sewer and water main construction is expected to be
completed by June 20. Reconstruction of the pavement,
lighting, and signals will begin shortly after the
sewer and water main work is completed in each area.
Final project completion is expected near the end of
November. Please note these timelines are estimates
and the actual times will depend upon weather conditions,
traffic impacts, construction gaps, etc.
Q: Why is the Military
Avenue road construction project necessary?
A: The construction project
is necessary because the road bed of Military Avenue
is at the end of its useful life.
Q: Will there be roundabouts
at intersections along Military Avenue?
A: No. In the spring of
2009, the City Council, after consulting with businesses
and their customers, decided to construct no roundabouts
at intersections along Military Avenue. The Military
Avenue Business Association affirmed their decision.
There will be no roundabouts on Military Avenue.
Q: Who can we contact
with questions about the construction?
A: The board of directors
and block captains will be working hard to keep everyone
informed of the progress of the project and handle
any issues that arise throughout construction. The
Military Avenue Business Association will use e-mail
updates and our website to keep everyone informed.
We encourage you to contact us at anytime with questions,
comments, and concerns regarding the construction.

Q: How will customers,
vendors, and suppliers be able to access my business?
A: At times the construction
activity will block access to your business. For the
most part, the access will only be blocked during the
paving process in front of your store; otherwise through
access will almost always be maintained. There will
be times when a business owner will need to coordinate
with the contractor to discuss alternate vendor (UPS,
FedEx, Sysco, Reinhart, etc.) access to the business
during construction.
Q: If access to my parking
lot is unavailable, where can my customers park?
A: There will be periods
during the construction in which access to parking
lots simply will not be available, creating an inconvenience
for customers. Military Avenue businesses are encouraged
to share parking space with each other. This will allow
customers of neighboring businesses to park in adjacent
businesses parking lots to reduce the customer inconvenience
factor.
Q: How will people know my business is still open during
construction?
A: The Military Avenue
Business Association encourages businesses to help
spread the word with promotional materials in your
store and on your website telling your customers that
you are open and how to access parking. A variety of
media packages including TV, Mail and Website Coupons,
and a “Construction Cone Raffle”, etc. have been created
by MABA Committees. Anything sent out by the Military
Avenue Business Association during construction will
always stress that the road is open to the businesses.

The Military Avenue Business Association will work
with the City of Green to post “directional signs”
for your customers at strategic locations during the
entire construction period. Only those directional
off-site signs, coordinated by the Military Avenue
Business Association and approved by the City, may
be erected.
Q: What will the new Military
Avenue look like once construction is completed?
A: The new Military Avenue
will consist of four lanes of traffic that will help
traffic flow. There will also be a new grassy median
that will provide an opportunity for future landscaping
along Military Avenue. There will also be dedicated
turning lanes on Military Avenue with a double turning
lane on Military and Mason Streets. There will also
be new lighting in place that will run the length of
Military Avenue as well.
Q: What is the difference
between “Road closed to through traffic” and “Road
open to local traffic”?
A: “Through traffic” refers
to vehicles that DO NOT have an origin or destination
within the work zone. “Local traffic” refers to vehicles
that have an origin or destination within the work
zone. Examples of local traffic are but not limited
to; residents, business owners, customers, and delivery
trucks).
